In October 2019, I registered my unborn daughter and paid a non-refundable deposit to Primrose of Canal Winchester (Primrose) which is owned by N & E Learning, LLC. The registration form clearly stated the tuition price and the estimated enrollment date of July 2020. At the time of registering, I was also told verbally that registering in advance would not only reserve a classroom spot, but also “lock-in” the tuition rate. In June 2020, I contacted Primrose to state my continued interest in enrolling my daughter. Primrose acknowledged that the spot would be available but stated the tuition rate had increased. As the tuition increase was material, I unsuccessfully attempted to resolve this dispute with Primrose management. In my view, Primrose’s “bait-in-switch” tactic is at most breach of contract and at least unethical business practice.
