Google Play — Will not refund

$200.00 Google Play Card not Able to Claim I bought a $200.00 Google Play card in CVS in Rockville, Maryland. At first they ask for confirmation that I really bought the card. I sent the picture of the front and back of the card, the receipt, and a utility bill proving my address. For about 4 weeks now, I still haven’t redeemed my card. They held the money for that long and probably already made a lot of money because a lot of users are not able to claim. CVS will not refund me since the card has already been “activated”. Calling Google Play Support, agents are not able to help because it’s up to Account Investigation Team.
